Mr R.F. JOHNSON:[…] This legislation falls into the same category as the legislation dealing with serious problems that were occurring in a particular Aboriginal community.

Mr P. Papalia: And you held it up in the upper house.

Mr R.F. JOHNSON: For goodness sake!

Mr P. Papalia: You had control of the upper house. You now have control of both houses of Parliament.

Mr R.F. JOHNSON: I only work in this house. I can assure members that I have no control over what happens in the upper house.

Ms R. Saffioti: Or this house!

Mr R.F. JOHNSON: It is very difficult to control a rabble.
